There is this article about nominations for the Sterling architecture prize. The entry that is located in Portugal sounds good. The winner announced tonight is in Germany.

Another possibility is Bath. Ok not foreign. But there was a great article in the Waitrose magazine about the place. Lots of Georgian architecture, lots of food related places. Only somewhat busy in November.
