I have looked at several other council sites and they all have pretty much the same "good practice" interpretation of The Control of Pollution Act 1974. Ring your council and ask them.

As already said, speak to 'em first. We had the same problem at one place we had. I went around and in a friendly manner asked if they minded keeping the noise down a bit at night.
"Oops sorry. We hadn't realised the time. Won't happen again."
And that really was the end of the problem.

Blimey - I'm amazed any workman is there on a Sunday - or past lunchtime on a Friday in my experience.

Is this a new neighbour trying to do up a property in his spare time? Pop round and have a word - they may not realise how the noise is travelling.

We used to live opposite a small church and the good Christian church-goers were looking for a local place for the vicar to live. We had a new baby who was difficult to get to sleep and cried a lot. They bought the house next door and worked all day to get it up to scratch for their vicar to move in. They used to drill and be noisy until 9 - 10 pm and even after politely requesting them to stop the noise they agreed but ignored. This torture went on for weeks. And these were good Christians!

This time - around a week - but they appear to be doing something noisy for weeks on end - in the past three years - they've been doing home improvements on many, many occassions !!
They stop one thing and start another
When we get workmen in - we warn the neighbour before they start - but these people just start the banging and scraping with no consideration for others !
