We have an annoying "Noisy Neighbour" - who is always getting in workmen to scrape, bang, drill etc on the party wall (or so it seems) - is there any restriction on the hours that he is allowed to scrape, bang and drill - ie Is 8 am on a Sunday morning acceptible to be woken up and what time at night are they allowed to continue until ?

I would have a word with neighbour and if that doesn't work speak to your local council."A nation's greatness is measured by how it treats its weakest members." ~ Mahatma Gandhi

Gov.uk
seems to suggest its a problem if its between 11pm and 7am
To deal with complaints about noise that’s louder than a permitted level at night (from 11pm to 7am) councils can issue a warning notice.0 -

Try a phone call to Environmental Services at your local council, ask their advice.0

AFAIK that is only advisory. The times differ between local authorities so it can't he statutory.0 -

It appears that there is no standard law throughout the whole country ...0 -
I would have thought 8am on a Sat/Sun is at the least rude or selfish. I leave cutting my grass and the likes to at least 11. I would have a polite/friendly word.
A family in my close had a loud party between about 6pm to 4 am the other night in the garden but it was a one off special occasion so I just let it slide. Closed the windows and put a fan on.
I had a neighbour like you once but they forgot I work shifts so was happy to be inconsiderate when they wanted peace.0
