    My son has had his licence a year. The policy was Admiral black box, but when they told me the renewal quote I asked what it would be without black box. The answer was £10 extra, so I went for that.

    You might find the same, so you could switch to non black box for now. Then when your son starts learning, get extra learner cover. (£72.80 for 3 months. https://www.coveredondemand.com/learner/options) When he passes, switch back to a black box policy, covering both children.
