According to this article the wholesale price of a wheelie bin is below £20. http://www.telegraph.co.uk/news/earth/businessandecology/recycling/8594714/New-stealth-tax-on-wheelie-bins.html
That article says "the wholesale price of a normal wheelie bin is just £20"
Also, (1) the article was written in 2011 so costs are probably now slightly higher, and (2) wholesale prices do not include delivery.
In light of that, the £20 charged by the Op's council sounds like a bargain to me!0 -

Exactly. I stand by my comment that such a provision is heavily subsidised. It's also certain that even the wholesale price has risen since 2011.Oh BTW show me where I can get a standard rubbish bin delivered to me for a better price than £20 delivered?
A wheelie bin bought from a retailer costs far more than £20 and delivery is extra too.0 -

Then you would have likely got one for free ..
