I have a friend who is flying over to the UK from the U.S. in late August and he asked me if it's better for him to exchange his money over there or over here.

It is safest to get your money before you go ( because you have it ) , but the deal is probably better when you arrive.
It is easier for a UK bank to send some dollars it has received, over to the USA ; than it is for a USA bank to keep in a lot of pounds, in case someone wants them.0 -
First find out what his bank & credit cards charge for foreign ATM withdrawals & spending. If high then look at better value cards or prepaid cards. Changing cash is out of the ark and usually the most expensive way of getting foreign cash.0
