Hello,
When you try to install MSN Messenger, you may receive the following error
messages: "MSN Messenger setup has failed. Error code: 1601," "MSN Messenger
setup has failed. Error code: 1603," "MSN Messenger setup has failed. Error
code: 1613."
You may receive these messages if the Windows Installer files did not update.
To resolve the issue, try the following:
1. If you tried to upgrade by clicking the There is a new Messenger available,
would you like to upgrade now? message: a. Close all applications and restart
the computer.
b. Start MSN Messenger.
c. Click the There is a new Messenger available, would you like to upgrade
now? message and follow the steps.
2. If you tried to upgrade or download MSN Messenger from the MSN Messenger
Web site: a. Close all applications and restart the computer.
b. Visit http://messenger.msn.com, and then try to download MSN Messenger
again.
3. Remove, and then reinstall MSN Messenger: a. Remove MSN Messenger.
Windows 98, Windows Millennium Edition, and Windows 2000
1. Right-click the MSN Messenger icon in the notification area at the far
right of the task bar, and then click Sign Out.
2. Click Start, click Settings, and then click Control Panel.
3. Double-click the Add/Remove Programs icon.
4. Click MSN Messenger, and then click Add/Remove.
b. Download the Windows Installer files. Windows Installer Redistributable
for Windows 95, Windows 98, and Windows Millennium Edition Visit

Open the folder you saved on the hard disk, and then click OK.
3. Double-click the SetupDL.exe, SetupNT.exe, or Setup9x.exe file from your
download folder to install the software.
4. Restart the computer before you sign in to MSN Messenger.

1. Click Start, and then click Run.
2. In the Open box, type msiexec /unreg and then click OK.
3. When this process is complete, click Start, and then click Run.
4. In the Open box, type msiexec /regserver,

Thank you for contacting MSN Messenger Technical Support. My name is Sarah and I'll be glad to assist you with your concern.
Based on the information that I have received, I understand that when you try to download MSN Messenger 7.0 you are getting error 1601. I certainly understand how inconvenient that would be. Please accept my apologies for whatever inconvenience this problem may have caused you. Rest assured that I would help you out with the problem that you are experiencing.
When you try to install MSN Messenger, you receive the following error message:
"Error 1601: The Windows Installer service could not be accessed."
The following conditions may apply:
• The Microsoft Windows Installer files on your hard disk are missing or damaged.
• The Windows Installer service is not running, or it has been disabled.
Please try the following solutions in the order that they are listed. The following instructions are quite lengthy steps that can be confusing but I would really appreciate your patience in taking time to accomplish each step.
Note: Try to install MSN Messenger after each of the following steps. Follow the instructions in step 8 to install MSN Messenger.
1. To install programs on your computer, you must be an administrator on the computer. Follow these guidelines to make sure that you have administrative permissions:
• If you are on a corporate network, contact your system administrator for more information about administrative permissions.
• If you are on a home network, sign in with an account that has administrative permissions.
• If you cannot obtain administrative permissions, have someone with administrative permissions perform the installation for you.
2. Reregister the Windows Installer. To do this, use the method for your operating system.
• For Microsoft Windows XP:
a. Click Start, click Run, type
%windir%\system32\msiexec/unregserver , and then press ENTER.
b. Type %windir%\system32\msiexec/regserver, and then press ENTER.
3. Install the latest version of the Windows Installer files.
Note: This step does not apply to Microsoft Windows XP Service Pack 2 (SP2).
• Microsoft Windows XP Service Pack 1 (SP1):
Visit http://www.microsoft.com/downloads/details.aspx?familyid=5fbc5470-b259-4733-a914-a956122e08e8&displaylang=en.
4. Restart the Windows Installer. To do this, follow these steps:
a. Click Start, click Run, type net stop msiserver, and then press ENTER.
b. Click Start, click Run, type net start msiserver, and then press ENTER.
5. Make sure that the Windows Installer is not disabled though Group Policy. To do this, follow these steps:
a. Click Start, click Run, type gpedit.msc to open the Group Policy Object editor, and then press ENTER.
b. Click Computer Configuration, click Administrative Templates, click Windows Components, and then click Windows Installer.
c. Double-click Disable Windows Installer on the right side.
d. Make sure that the value that is selected is Not Configured or Disabled.
6. Determine the location of the Windows Installer files on your computer.
Important: This step contains information about modifying the registry. Before you modify the registry, make sure to back it up and make sure that you understand how to restore the registry if a problem occurs. For information about how to back up, restore, and edit the registry, click the following link to view the article in the Microsoft Knowledge Base: http://support.microsoft.com/kb256986.
Warning: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
a. Find the Msiexec.exe file on your hard disk. To do this, follow these steps:
a. Click Start, and then click Search.
b. Click All files and folders.
c. In the File name box, type msiexec.exe, and then click Search.
d. Record the location of the Msiexec.exe file that is listed in the search results.
The location of the Msiexec.exe file will be similar to the location in the following example. In the example, drive is the drive where Microsoft Windows is installed, and %Windir% is the name of the folder where Windows is installed:
drive: \%Windir%\System32
Note: In Windows 98 and Windows Millennium Edition, the Msiexec.exe file is located in the drive: \%Windir%\System folder.
e. Close the Search window.
b. Verify that the location of the Msiexec.exe file in the Windows Registry matches the location of the Msiexec.exe file on your hard disk. To do this, follow these steps:
a. Click Start, click Run, type regedit, and then click OK to open Registry Editor.
b. In the left pane, click HKEY_LOCAL_MACHINE, click SYSTEM, click CurrentControlSet, click Services, and then click MSIServer.
c. In the right pane, double-click ImagePath.
d. In the Edit String dialog box, make sure that the string in the Value box contains the correct path of the Msiexec.exe file on your hard disk. This is the path that you recorded in step a, a-c. For example, if the Msiexec.exe file is located in the drive:\Windows\System32 folder on your hard disk, the correct path of the Msiexec.exe file in the Value data box is the following path:
drive:\Windows\System32\Msiexec.exe/v
Note: In this path, drive is the drive where Windows is installed. The "/v" at the end of the path is a parameter that is required by Windows Installer. Do not delete it.
e. If the Value box does not contain the correct path, type the correct path in the box, and then click OK.
Note: Add "/v" to the end of the path as shown in the previous step.
f. Close the registry.
7. Reregister the Windows Installer.
• For Windows XP:
a. Click Start, click Run, type %windir%\system32\msiexec/ unregserver, and then click OK.
b. Type %windir%\system32\msiexec / regserver, and then click OK.
8. Reinstall MSN Messenger. To do this, follow these steps:
a. Visit one of the following Web sites:
- To install the production version of MSN Messenger, visit http://messenger.msn.com/Download/.
b. Under Registered MSN User, click Go.
MSN Messenger automatically starts to download. The download progress bar displays the installation progress.
c. Follow the instructions in the MSN Messenger Setup wizard.
d. Click Finish.
