PayPal closed dispute despite tracking info

PayPal closed a dispute because they claim that tracking information I provided was invalid, and unable to confirm delivery. Yet according to online (Royal Mail track and trace), item successfully delivered and yet for reasons I am not clear, my request for refund dismissed. :mad:
Not at all fair or acceptable that claim closes with no opportunity to correlate tracking information, if for instance, might have been a minor typing error - unlikely as I am a fastidious wordsworth.
Not sure why PayPal do not appear to check tracking details of goods returned, it appears that this is actually the case because they also said that must 'work things out with seller in their final comments before closing case.' Informed PayPal right from the start that seller gave unreachable contact number (no calling tone) and ignores emails, so no way at all of getting them to refund me (themselves).
The whole point of PayPal dispute resolution - seller/buyer can't reach an agreement or fraudulent activity occurring. Why put me through all of that dispute only to dismiss my genuine claim that seller not reachable nor agreeable to return?. Item was defective and my buyer rights protected surely?.
Have made a formal complaint to PayPal via their online email contact as calling them very expensive and not as descriptive - I am better at written communication as more thorough. Will they deal with this case further if dispute 'closed?.'
Now I am in a terrible predicament because although I have proof that seller signed for and received item, Royal Mail tracking never provides actual full address of recipient (only their name and destination) and is the case for all their tracked deliveries. Not sure if PayPal will want till receipt of item sent and not just tracking information proof they already have yet not bothered to use it.
Please can someone help and who regulates PayPal in case I get nowhere? - cannot afford to lose my refund and rarely return anything back to eBay sellers. icon4.gif

    Did you input the tracking information into ( ebay ?) when you opened the return case?
    Could it not be you've got the tracking number wrong hence why it's not showing?

    I ran it sound like you've inputed one number into Royal Mail and given another to paypal.

    2. What does the tracking actually say.
    3. Does the delivery office show as being one relative to the buyer.
    4. What is sale value.

    To add, why are you asking for a refund?

    Edit - actually now I re read this. Are you the buyer or the seller? What a confusing post (I won't even mention the poll options).

    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    I have been an eBay buyer since 2009 and occasionally sell - have outstanding reputation as both, so thanks for asking Soolin. In this instance, it is seller who I returned the item back to. ;)

    theonlywayisup - Case recently closed 2 days ago and tracking confirms successful delivery and recipient signature (have not sent anything in the post for months) so this is the only parcel and impossible for it not to be. I am an elaborate writer and takes attention to detail to read my stuff, yet all accurate.

    Sorry I didn't make it clear from start and you had to read through my long post. I am the buyer in this case and returned item back to seller.

    Tracking details must be correct as says so on Royal Mail website. In addition, I haven't sent (anything in the post for months to anyone), so this is the only parcel out there anyway. If for instance there was a typing error on tracked information I gave to PayPal (unlikely as knew how important it was to give accurate details) they should still give sender of parcel the opportunity to collaborate that information, not simply close case. Otherwise then my original purchase can be deemed an unauthorized transaction when seller thus has those items and my money.
