The issue you might have is this; Barclays sold the First Plus lending book to Elderbridge in 2015.

If you had a "secured loan with a company called First plus in 2004/5", presumably you repaid the loan in 2005. Therefore there was nothing to sell to Elderbridge in 2015, and thus they will have no record of your loan.

It was First Plus that sold you the PPI, and you need to address your complaint to them. The FirstPlus Financial Group is still going, (it is a subsidiary of Barclays Bank). They are still making provisions for PPI redress.

P.S. I'm assuming that you got the loan direct from First Plus. Of course if you got it through a broker in 2004, that would be pre-regulation.
