Ireland Car hire with children booster seats with ryan air

hi,

flying out in next few days to Ireland (southern).
Kids are 10 and 9 both about 140cm height.
Do they need to be in booster seats.
As they will be in rear seats with belts on will this suffice?
If needed will it be better to take as hand luggage (Ryan air) or purchase in car hire place?
Anyone have relevant experience? thanks

In the UK booster seats need to have back, is this needed in Ireland as well? Thanks
