the legislation is pretty clear
Buildings not frequented by people
1. Subject to paragraph 2, a detached building—
(a)into which people do not normally go; or
(b)into which people go only intermittently and then only for the purpose of inspecting or maintaining fixed plant or machinery.

Op, you need to get written confirmation from the local authority that what you are planning doesn't require building regs - not sure if you had many objections to the planning application but you can be sure if there were any, theres a danger this will be reported. And the last thing you want is retrospective regs on something that's not been designed with regs in mind
Only way I can see this flying is if the OP has missed out one vital bit.
If the reception/kitchen area is entirely separate from the cat runs, then you could build 2 20sqm buildings on the one slab without building regs using the class 6 exemption.0
