PCN from UKCPS - does it make sense?

And another one nearly behind the bush and a fence on the right?). I think they sub-contracted this UKCPS to prevent the cars from parking in front of their gates, and the parking company - in their very best traditions! - put the tiniest signs in the most inappropriate place to confuse motorists and to charge them for parking without permit...
    And what is planning office - is it the one of Leeds city council?
  • So, I've got an update and a question.

    In about a month after the event the PPC sent me an NtK to which I replied as a registered keeper using a template from the forum, word by word.

    In 25 calendar days from my letter to them I received a letter from their appeals department that looked to me pretty generic. It says that as my appeal (was it an appeal??) was late and I haven't complied with the appeals procedure I'm not entitled to any IAS and the parking charge will stand. The rest is pretty "copy and paste" that they'll communicate only about parking event and not about the legality of parking and landowners rights to impose parking. And that the PCN was issued under the IPC code of practice.

    To conclude, they have not replied to any of the questions from the template that I sent. BUT they attached about 10 pictures with one of them showing the car, well... parked just before the sign after which the parking limitations apply :-)

    The questions are (just for a peace of my mind):

    1) do they always send letters like this from the appeals department and attach pictures as RKs request?
    2) as the letter does not say anything but that "the charge will stand", do I need to act further?

    I haven't found anything on the Newbee thread that would answer my questions so I believe I just have to wait until (and if) I get anything more serious, is that correct?

    The newbies thread does advise on the futility of appeals when you are caught up by an IPC company


    The FAQ also advises on next steps after an appeal fails


    Wait and see if they take court action against you - ignore all debt collectors in the meantime


    If you get court correspondence come back for advice at that time

    I just thought that the template letter from the Newbees thread to an IPC company was NOT an official appeal, but just... a letter to stop chasing me as a RK?..

    It's a letter you can keep to show in court you didn't ignore them

    It was an appeal/response, but sent in the full knowledge that IPC firms don't offer a fair appeals system. It's good that they replied denying you the right to ADR - it's all part of the gutter-dwelling conduct you would be painting a picture of, if ever the scumbags try a small claim.

    By responding once it made you look more reasonable that an 'ignorer' which some Judges don't like. Now keep all the letters and laugh at them!

    So far, I have kept all the correspondence and even the proof of postage from the post office, just in case! :-)
    I just was a bit confused that they posted photos as requested, it's not mentioned in the newbees post as a norm/default. But as the letter from them at present does not ask for any actions I'll then wait and see what comes next.
