    Unfortunately it is about a 3hr drive each way back to where I was living previously. The cost of the fuel would be more than paying a local solicitor to do it.

    I asked HR at my new company if they are willing to do this before I start the job there, and they said yes, just pop in whenever. So hopefully this is sorted now.

    Go to a local court. Court counter staff are authorised to administer oaths and witness statements (where needed) . while this is not a court document they may well be happy to witness it and (should) know that it isn't a scam and does n't impose any liability on them.
