Ok thanks so far. I have missed the 28th day deadline (7/06/17) helped by the fact that their invoice was dated 27/06/017. I've just checked and I still have the option to pay the £100 so maybe I can still appeal.
Not sure I understand your dates there. If the Notice to Keeper is dated 27/06, how can a date 20 days prior be the deadline?

Was their letter of 27/06 the first postal communication from them?
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

    PCN issue date: 27/06
    Incident Date: 07/06

This was the first postal communication from them.

    Well you've got 28 days from 27/06.

Was a windscreen ticket applied to the vehicle?

So the keeper can follow the newbies faq thread and send in the blue appeal. Dead easy. A popla code will follow.

Read up on constructing a POPLA appeal so you are ready when the time comes

Also read up on complaining to the landowner/retailer and in this case school.

Is there any point in appealing given that the car was erroneously not registered to be parked there?

Also, are POPLAs only for BPA members? How do I determine whether the company who issues the notice are members or not?

Just to be clear, this is a Parking Charge Notice not a Penalty Charge Notice - does that matter?

    You are overthinking this!

CEL will cancel when they see the template appeal in blue writing in the NEWBIES thread. It really is 'one-size-fits-all'.

No need to reinvent the wheel or discuss any issues/circumstances. Try it, now! You appeal as the registered keeper.
