Immersion Heater - No Hot Water

There has been no hot water for 3 days in my flat and the finger points at the immersion heater. The power seems to be on and there are normal noises emitting but it doesn't heat up. My suspicions (being a complete plumbing novice) is that an element may need replacing. A plumber has quoted £130 - does this sound right?
