Immersion Heater - no hot water!

There has been no hot water for 3 days in my flat and the finger points at the immersion heater. The power seems to be on and there are normal noises emitting but it doesn't heat up. My suspicions (being a complete plumbing novice) is that an element may need replacing. A plaumber has quoted £130 - does this sound right?

If you are certain the power is on, it could be the heating element or the thermostat.0

It would seem a bit on the high side ,but the problem with immersion heaters is that they can be utter pigs to get out or very easy.The inclination (as a plumber) is to price it with a view to it being difficult and if it's not then that's a bonus.
Maybe get another price or two if you can.
