Charged £157 for international call even though both phones in UK

You made a two hour call from a UK number in the UK to a Spanish number and it is irrelevant where in the world that other phone actually was. This call to a Spanish number was correctly charged at international rates.
Your friend was using a Spanish mobile in the UK. Under the EU roaming regulations, if they had called you, they would have paid the same to call you as they pay to call a Spanish landline or mobile number from Spain. If those calls are included in their allowance, calling you would have also been included in their allowance.0 -

That is certainly true, but it isn't necessarily worthwhile; roaming in the other country might be expensive for the person you send the UK SIM, for example in the northern part of Cyprus on a nearby thread.0 -

Yes, but whoever pays the bill will be on your case for the roaming charges! The call recipient pays the extra to receive the call. And if it's that remote a country there might not be roaming agreements, though most countries are covered now.0 -
Receiving a call while roaming in the EU is free, but elsewhere in the world this is very expensive.
Additionally, for EU roaming there is a time limit. These deals are meant to be used only on holidays and short trips. The SIM must be used mainly in the "home" country.0 -
I'd maybe consider getting either a bolt on with 2 for cheaper/inclusive international calls, international.o2.co.uk/internationaltariffs/calling_abroad_from_uk or getting a payg sim for cheap internationals, for example, giffgaff charge 9ppm to ring Spainish mobiles rather than 150ppm with an o2 contract
Giffgaff use o2's network so you should get th same signal

OP, if you call O2 and explain that you now understand that this was an international call, but ask if there's anything they can do to help you, you might just get a break. For example, they might let you retrospectively add the "International Favourites bolt on" which would cover a lot of the minutes for a fixed fee. No promises but worth a shot.0
