    Sounds like it's already been paid anyway...

    Its been paid but money is held for an amount of time for appeals before settling with claimant.

    Setting aside still needs to be done promptly. Why did OP not act promptly when PCN was issued? or the following letters? or the original claim?

    The way I read it, though it's very poorly put, it was the new owner that failed to register the car and that the OP showed the bailiffs the 'official letter' assume that means the letter from the DVLA confirming they have received her part of the V5.

    The person selling the car is the one who has to inform the DVLA of the change of keeper. It's nothing to do with the new keeper.
