Set aside needs to be applied for promptly, with valid grounds. If DVLA still haven't updated address then PCN's came to OP who failed to appeal them in time.
Sounds like it's already been paid anyway...

Setting aside still needs to be done promptly. Why did OP not act promptly when PCN was issued? or the following letters? or the original claim?

The person selling the car is the one who has to inform the DVLA of the change of keeper. It's nothing to do with the new keeper.0
