Parking Charge Notice to Registered Keeper but no windscreen notice

Hello,
I would appreciate some help dealing with the issue, I read the Newbies thread but not sure which option to use.
So today we've received postal Parking Charge Notice to Registered Keeper which we were completely unaware of as no windscreen notice had been issued.
PCN is issued at Lloyds Bank car park, on 23/06 at 6.24pm (although date of posting is 29/06); reason for issue is 'Not A Customer of Lloyds Bank'
In fairness we are Lloyds Bank customers and visited the branch few times that week. I cant recall what time we left the branch on 23/06 and it is possible that on that day we exited through the main entrance (not parking exit) and walked all the way round the high street to get back to the car park (good 10 minutes walk) resulting in delay. To add to it my husband is a former employee of that branch and even still has a tiny sticker 'Lloyds employee' on the windscreen (though that is likely outdated now) and due to having many ex colleagues in the branch he often leaves after official closing time.
The ticket is issued by Solution Labs Ltd/ Regent Parking. Their website states http://www.solutionlabs.uk/index.html that they are BPA members though I can't find them when serching through members list on BPA website. Therefore I'm not sure which apeal template/timings we need to use. My husband thinks we should just ignore the notice but I'm worried that ignoting it would just escalate it to a bigger problem.
Appreciate any advice. Thank you.

ignoring is usually a bad idea , since 2012 wghen POFA2012 came in
the best option is a landholder cancellation , asap, so complain to them and trey to get it cancelled, without revealing who the driver was
edit the above to remove any hint of who was driving , only refer to THE DRIVER and THE KEEPER
check the BPA website , AOS section
then check the IPC website , AOS section
I suspect they may be IPC
a PPC can be a corporate member of both trade bodies , but the important thing to know is which AOS they subscribe to and use , because they can only use one AOS even if they are members of both trade bodies
then use the appropriate template , once , from the keeper
if its a BPA member and they do not cancel (these companies rarely cancel anyway), you take it to popla
if its an IPC member, you appeal, then IGNORE unless you get court papers (an MCOL) within 6 years
a PPC has 6 years to try a court case for non-payment of an invoice (this has been the case since 1973) - now known as MCOL (google it)0 -
Thank you, just checked IPC website and they are listed as members there so I will use appropriate appeal format.
We've asked Lloyds to cancel it but they told as to appeal directly to the Solution Labs.
Since no windscreen notice was issued, does the timing of the appeal matter or shall we just do it asap ?0 -
if a postal notice was issued, ensure it is appealed within say 21 days
if its a windscreen ticket, wait for the NTK, then use the IPC template
I can assure you its extremely unlikely to be cancelled by SOLUTION
a landholder cancellation is best, so complain to head office
then ignore anything except court papers or an LBC0 -

Doesn't matter - any appeal to an IPC firm is just going through the motions so do it before day 21, or sooner.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for all the replies,
I have now appealed using the correct format and got the automated replay saying:
Thank you for your email.
If your email is in relation to a Parking Charge Notice appeal ("PCN"), please be advised that if you have not included your:
PCN Number, full name, contact telephone number, email address & full postal address, we will be unable to log your appeal. You will also need to confirm whether you were the driver of the vehicle at the relevant time, the registered keeper of the vehicle or a 3rd party representing either the driver or the keeper.
Please forward us this information at your earliest possible convenience. In the absence of this information, your PCN will not be placed on hold and the matter may escalate.
In the event that you have provided all of the details above, please allow up to 14 working days for a response to your appeal.
So it looks like they won't log the appeal until I provide my telephone number and drivers details.
What to do next? Any suggestions? Many Thanks.0 -
Signage!!! What do the signs say?
Post up a picture or two on tinypics with a hxxp rather than http link.
What else does the NtK say apart from "reason for issue is 'Not A Customer of Lloyds Bank'". Clearly if you have a cheque book or bank card from Lloyds, then that fails.0 -
I'd also like to know how a private parking company can determine who the registered keeper of a motor vehicle banks with. If they are getting this information from the bank then surely there are data protection implications.0

I'll go over there and take the photos of the sign- the postal penalty charge came unexpected and since there was no windscreen notice, we didn't even check the time we returned to the car. I'm fairly sure that the sign says 'for Lloyds customers'.
As mentioned above, that week we visited that branch at least 3 times, each time just before their closing time. I vaguely remember that on that day we left the branch through the high street exit (which is a good 10min walk to their car park) as I am heavily pregnant and needed to use a loo....
Well I think what they implying by 'not Lloyds customers' is that the car was still there after their official closing time.
Not sure what to do next with the appeal as it looks like they won't log it until I provide telephone number and drivers details.0 -

Ok great, I have confirmed the Registered Keeper details in the appeal. Do you think I should provide them with the telephone number as they are requesting it too?
Thank you0
