that is why you have to trust that the blue text template is correct and use it "as is" , with no alterations , which is what you are being told to do

use it for each and every pcn you receive from any BPA member, including these you have now , the only change you make is the pcn reference on each appeal for these current ones that you have

use it even if you dont understand it

and as already mentioned , the PPC pays the DVLA a sum of money for the name of the REGISTERED KEEPER

then they send the pcn to that registered keeper, whoever that may be , to the name and address on the V5C

they have no idea who the driver is , or if its a leased vehicle or if its on finance or anything else
