Postal PCN received after 1 month

Hello MSE,
I've been parking in a private car park (with parking notice signage) close to my work for the past 2 months or so. Although I know it's a very silly thing to do, I was advised by a colleague to park there as our work parking spaces are very limited and often lead to an overflow, which can be annoying when trying to get out quickly after work, especially as I have 2 young children to collect from nursery. I had also spoken to colleague who have been parking there for years without receiving a single PCN.
However, for the first time today through the post I received a PCN from Civil Enforcement Ltd asking for £120 (£70 if paid within 14 days) for a parking "offence" dated 28 May 2017. The PCN issue date was 1 July 2017. I've done a bit of browsing online and believe I may have grounds to dispute the charge as the notices were not sent within 14 days - can anyone confirm if this is correct?
As a single father, I really cannot afford to pay the accumulative total of the fines (roughly £1500 if they charge me for each day I've parked there since 28 May), so I'm looking for advice and assistance if possible.

if you do not tell CEL who was driving then YES pofa2012 applies and a postal pcn should arrive by day 15 , otherwise POFA2012 is not invoked
follow the BPA advice in the NEWBIES sticky thread at the top of this forum
the ability to pay or not is not an issue in legal cases, it is not relevant and wont be taken into account , neither by CEL, or POPLA, or by a judge either0 -

as I clearly said, you should follow the BPA advice in the NEWBIES sticky thread, near the top of the forum
which means going through the motions and appealing EACH and EVERY ONE using the blue text template appeal
only a fool would wait for a court case, so I am assuming you will be appealing (which a wise person like myself would do)
your appeals will be rejected, so then its POPLA for them all

This is simple.
No they don't *have to* serve the NTK within 14 days - their choice - but it means they can't hold the keeper liable because they can't use the Act that might allow that. So the appeal style is obvious! Appeal each and every one exactly as the NEWBIES thread tells you to, by email, using the blue writing template shown there in that sticky thread.

Thanks for the reply - I'll check the thread and put together my initial appeal tomorrow.
Just one further question though if you don't mind helping me. Browsing through this forum, I keep seeing that most PCNs seem to be addressed to "Registered Keeper" and not their actual name, however mine is addressed to me. In fact, the charge notice does not mention the "keeper" once. I am also dubious with the PCN I received as it is literally just a single A4 sheet with little information. I would attach a photograph of it, but I have no idea how to.

No they are not - never. They are always addressed to the name of the registered keeper. People might well have summarised their letter and removed their name for obvious reasons in posts, but believe me, everyone gets these addressed as per your details on your V5 because the firms buy the data from the DVLA for £2.50.
I've had them and laughed at them myself, this is no big deal.
We don't need to see yet another CEL NTK - we know what they look like and the important thing is you use the NEWBIES template, copy it into an email and appeal each one, one by one, all the same, within 28 days (or sooner) of each letter date.
These are very easy to get cancelled, as long as you appeal in your name and give the postal address, all the things the PCN asks for (except the driver's identity!). CEL hate the NEWBIES thread template!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have just checked the newbies thread and the basic blue template itself makes no reference to the 14 day timescale for postal PCNs. I am aware the text below it mentions this, but can you point me in the direction of a completed appeal which includes this information? I am terrible at drafting things like this, especially when I have little to no idea what I'm talking about.0 -
You do not need it, use the NEWBIES thread one. You are over-thinking it and there is no need.
You have missed the fact it says 'you will either have to rely on the POFA or...' (and they CAN'T, they know that, and you do not have to spell it out!) and you've missed the fact that it sends a message to CEL that you are getting advice here! That's what they don't like.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
