    Administration of the scheme was ceded to local councils a few years back. The national framework is the one linked above.

    Councils do have some room to vary things on a local basis but they should abide by the national regs as a baseline.

    My OH parked in a permit zone in Leicester a few years ago, displayed her Blue Badge but ended up with a Penalty Notice anyway, on appeal was rejected as it was "permitholders only" even though there were no Disabled bays or single yellow lines anywhere nearby. I guess different local authorities have different local legislation on the issue.

    Was this a public/CPZ or private ticket?

    Despite often prominent signs and markings to the contrary on private land, the Blue Badge Scheme only applies on the public road and in publicly regulated parking. On private land, its a confusing and unregulated free-for-all with different companies magiking-up all sorts of different and contradictory conditions that ultimately fail to serve anyone needing access. There is also a strong anecdotal impression that many of these firms actually view disabled drivers as a cash-cow and actively target them above all others.

    If you get a ticket from one or other of these jokers, do take it to the Parking Tickets Forum here for information and good advice before contacting them to appeal/challenge their fake "fines"
