Assuming you don't want to pursue the second stage appeal you can ignore this as advised in #100

We advise not to take up their offer of an appeal to their second stage 'independent' assessor (the IAS) - as per the NEWBIES FAQ sticky, post #3 (read it to understand the cons and cons involved).
Ride out any debt collector letters (no response to them), but don't ignore a LBCCC/LBA/LBC from the PPC (or their Solicitors) or real court papers.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

If you are following the advice of the newbies FAQ thread, then a first appeal isn't recommended.

I suppose my question is, do I respond to this letter they've sent pointing out that it hasn't answered any of the questions in the NEWBIES template letter and so I cannot make a decision on whether to appeal or not?0

No point. They know their letter is just a gesture, and really just intended to scare the gullible into paying up0

No, send a copy of it by email to David Dunford at the DVLA and tell him that UKCPM are insisting that the driver's full name and address has to be provided, before a driver or keeper can 'appeal'.

Point out this is not just UKCPM 'asking who was driving'. They have specifically treated an appeal from the registered keeper, following a NTK, as if it wasn't one, in fact ignored the fact it was an appeal and have said: 'If the driver keeper wishes to appeal, please ensure the information below is provided...'
This is conduct banned by the DVLA a few years ago - has that now been watered down? ASK DD THAT!
If he says you need to raise it with the IPC first, tell him you can't because as a registered keeper, when trying to contact the IPC they refuse to provide an email for complaints but ask for all sorts of information including (again) who was driving. Say that it is well known that people simply cannot complain to the IPC because they make it impossible, and of course they slap down every complaint.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is it worth pointing out to UKCPM that the driver did have a valid ticket however the angle of their photos does not show it in the windscreen or that it had fallen down onto the dashboard?0 -

UKCPM are ex-clampers and it will fall on deaf ears, so nothing is worth saying to UKCPM at this stage.

Thank you for your email regarding this matter. DVLA looks primarily to the Accredited Trade Associations to monitor the behaviour of parking companies and their appeals process. Therefore I would suggest contacting the IPC to raise your concerns and allow them to investigate.
If the IPC do not assist you with this, please let DVLA know and we can consider what involvement we may have.0
