Damage Refund Insurance ??

Hi could someone help me to understand what Damage Refund Insurance is please?
Is it the same as excess insurance?

What you need to know about your cover:
Your Damage Refund Insurance policy works like this:
- Your car hire supplier, ENTERPRISE, will hold an excess/deposit amount of EUR1000.00 on your credit card in case of damage or theft.
- If the car is not damaged or stolen, this excess/deposit will be fully refunded.
- If the car is damaged or stolen, ENTERPRISE will retain the excess/deposit to cover the costs, but you can reclaim this amount in full.
- You will receive your policy documents in a separate email – be sure to bring these with you.
- You must have sufficient funds to cover the excess/deposit on your credit card.
- Your car hire supplier will only accept a credit card. Debit cards are not accepted.
- If you do not produce a credit card with sufficient funds, you will be required to purchase the car hire supplier’s insurance at the service desk and there will be no refund granted for this Damage Refund Insurance
