Having had some family experience of this. I will say, please, please, please make sure that the children are cared for.
Just because she is your sister and the childrens mother it does not mean that she is the best person to bring them up.
Children are innocent and should be protected. A child will be emotionally damaged by living with someone who is clearly not well and delusional. The younger the child, the worse it will be.
The mental health system in this country is sorely lacking.(quote)

I don't know what to say but sending big hugs to you and your family. With reference to the door do the Police have a responsibility to repair/replace it as they broke it in the first place?0

I think part of jet's concern came from you saying that one of the dads was unwell, too.The children both live with their Fathers,and dont see her if shes wobbly.

I really feel for you, I know how frustrating it is. My mum was in Nether Edge a couple of years ago but I think on a different ward as it was (supposedly) secure with a code to get in etc. She did manage to escape once but that's another story.
I know your sisters illness is probably different to my mums but I would urge you to contact the charities etc that are available, I think other ops have suggested some to you. From personal experience I would not have coped or got anywhere fast without the Alzheimers Society, they really got things moving. I'm afraid you just have to badger people constantly, I had issues because mum was only 56 when she started with the illness so she fell out of all the 'brackets' because of her age. It sounds like you've tried to speak to the doctor, just make a nuisance of yourself, mums doctors were great in the end but I literally used to be on the phone several times a day and if I wasn't happy with that I'd turn up too (I did have a full time job and a 3 year old to look after at the time too so I know it's not easy). I'm afraid you just have to jump through hoops, the doctor may not speak to you as her sister (not sure) but what about your parents, they might not want to go alone but there's nothing stopping you going with them if they can get a foot in the door?
Does your sister have a social worker, if not try and get one as these are the people who should be able to get things moving. Mums was lovely but not very dynamic and as I said, the Alzheimers society stepped in and helped out here too.
With regards to private care, it is very very expensive. My mum is now in a private care home and it is lovely but it is partially (majority) funded by the local authority - she pays some out of her benefits but the total cost is horrendous.
One last thing, when your sister is feeling better again it may help to persuade her to organise power of attorney for you or someone else in your family, I know it doesn't seem right or needed when people are OK but makes things so much easier in a situation like this. Also, regarding her debts, is there any way she can get any of it written off?
Sorry to be so long winded, the upshot is, try everything you can, contact everyone and bother them until you get an answer / some help. The organisations and charities like MIND deal with things like this every day and know how to get help quicker and easier than you or I.
I really hope you sort something out, love to you, your sister and all your family, I will be keeping an eye on this post, stay strong x0
