    It's BT Openreach ducting and is there so that replacement cable or optical fibre can be pulled in without having to dig up the garden and pavement.

    The bottom bit is a BT Connector Bend 4 and above it is BT Capping 25.

    The exposed cable won't come to any harm -- it's water resistant as duct ins't considered waterproof -- and even if it did BT Openreach would repair the fault free as it's on their network.

    ....is the right answer, so ignore the gap and leave well alone

    Mine is literally just an open tube, pointing skywards. It's never filled with water and it probably wouldn't matter if it did.

    Next time you see an Openreach chap down the manhole try shouting a ghostly "wooooo!" down the tube :-)
