I successfully opened a KBC account with no PPS number so that isn't an issue

Yes, but it's only valid in Ireland. You need the IBAN to make international transfers from the UK

Bank of Ireland works fine from the UK. I lived there a year and am now back in the UK and receive texts to my UK mobile fine. Its not free though there is a 5 euro charge every 3 months and each electronic transaction costs 10 cents unless you keep a minimum balance of €3000 for the full quarterly period. The €5 fee is payable regardless of your balance. Overall i am happy with it and will keep it open for the foreseeable future. It has all your requirements except it being free. I think we are spoiled in the UK with fee free banking. Not aware of any other countries that are like that.

Yea just saw that, what if the fee was taken and the balance is 0? either a downgrade or they'll close the account?

I've just gone with KBC (which has NO FEE) at all.
