Where are you from?
EU rules state that any bank need only open a basic bank account for other EU nationals.
This would seem to rule out contactless.0 -

may be worth a read.
Bank of Ireland
Bank of Ireland is the oldest and largest bank in Ireland. It also has the largest branch and ATM network in the country. You can apply for a personal account online, and you’ll get a visa debit contactless card, online banking and an overdraft facility as standard.

It doesn't necessarily rule out contactless, several UK institutions offer them to basic account holders. Who's to say about other countries?0 -
4 NO FEE/FREE
Bear in mind that even if the account is free, there may be some taxes due on debit cards if used in an ATM

Why don't you just open a Euro bank account in the UK.... Doesn't need to be an Irish account just because your going to Ireland. Ireland does accept Euro because it's in the Eurozone.
Or just get a revolut card as Revolut does basically what you want it to do.0 -

I have a HSBC euro account, but it doesn't give you a debit card or anything... rather silly.
