Attendance on an external phone line fault

Ongoing external line problem - reported to provider Plusnet & an Openreach engineer recently attended & replaced part of external line.

Made a Special trip of 100miles made to attend premises - which are vacant.

Can they insist they will not return to repair without someone present at the premises despite the line problem, & access to the master socket being available - the socket is external!

Its an Intermittent Problem on the external line over several years )

How many times must I face inconvenience, time & my cost to travel & attend on what is their issue.

How can I resolve the bueracracy? .

    When we have had a line fault like that(twice), the engineer has needed to get to the internal socket to install his diagnosing computer . He sets it up and checks the computer (his machine which he has installed in the main socket), goes away to sort out the fault and then back to check the data again.
    Can you not have a key holder who can be present to let him in and lock up after him?
