go to a command prompt and type (paste) the first line, then the second
netsh int ip reset reset.log
netsh winsock reset catalog
Reboot.
Still not working? Start > Run > type: "INETWIZ" (no quotes) and follow the few wizard steps to create a new internet connection.0 -

tried this, still no difference. the local area connection is permanently connected and when I try to enable internet gateway it says connected then immediately goes back to disabled and enables local area again.
It sounds like XP isn't being assigned an IP address via DHCP, so is using a temporary locally-defined one.
Run "ipconfig" from a command prompt and check what local address you're being assigned. If it's 169.x.x.x, you're probably on a subnet connected only to the LAN. Check your local IP/DHCP assignment and your router's DHCP settings.0 -

personally i have not used IE since IE6 as was always having issues so moved the Firefox and now i use Chrome.
Dont even like the new Microsoft Edge0 -
A fresh XP build most likely has IE6 baked in.
That will struggle to connect to most websites so im suspecting that may be your issue ..
Download firefox on another computer and install it on your xp machine - see how that goes0 -
yes, A.N.Other browser is needed....coincidentally I rebuilt an XP Thnkpad last week, and hit the same problem....installed SP3 stand-alone package, but still no IE8 (it's been so long I'd forgotten IE8 came out after SP3).
Downloaded IE8, Opera v12.16 and Firefox v48 or 49 (-ish, last version supporting XP anyway, all available from Filehippo) on another pc and sticked them over to the XP lappy...
FF and Opera happy, IE8 is now hit'n'miss for many websites....don't rely on IE8 on XP
