Florida Car Hire for Under 25's

My daughter, aged 22 has booked a two week holiday in Florida. She has been looking to hire a car for a week. Going on the usual car hire sites, they all seem to be quoting an excess for under 25's , lowest found so far is £25 per day.
Can she buy an Insurance Policy in the UK to avoid this excess or can anyone recommend any alternative company / site to research for Car Hire?

Young driver surcharge is standard for rental by under 25s everywhere in the USA.
USRentacar used to claim they could get a discount on this when you prepaid - not sure whether they still do this or whether it actually works out any cheaper but may be worth a look.

Both my lads have used USCARHIRE.COM in Florida and California with no problems, their young drivers package includes up to 3 drivers under 25. It works out to around £16 a day more than an over 25 rental. The rates include all insurances and taxes so no need to buy extra CDW
They were really quick to respond to any questions both by phone and email, so I would give them a call or online chat beforehand, if their prices are competitive.0
