To be fair, the sender can contact Royal Mail through for example Live Chat, and tell them that the buyer is disputing the delivery. Live Chat can then get an investigation opened at the buyers local delivery depot and get them to check any relevant tracking info that they may hold - sometimes a bit more information comes out, sometimes it doesn't. They'll normally get back to the seller with their findings within 2 or 3 days.0

This is a ParcelForce delivery, not Royal Mail. No live chat option but there is a customer helpline: 0344 800 44660 -

Royal Mail have live chat and the procedure given above is available for all sellers, business and private. They will lodge a query with the local delivery office, issue you a reference number and make enquiries with the postie.
Different hours for private/business customers.

'Local delivery office',Parcelforce dont have delivery offices.
Nor do they have posties.0 -
They may not have "posties" but surely the term "postie" has been just used here to signify one who delivers the parcel. We can call them delivery drivers if you like. Someone's delivered the parcel and they can be questioned
As for no local delivery office, there will be depots that can be contacted, as surely the drivers work from depots?0 -
