So it's a requirement of my tenancy that the property be professionally cleaned and a receipt be made available to the inventory clerk at checkout.

Then this is an unfair contract term, as such is unenforceable, and you should ignore it.

If you have his address, and all other info required there's not much to stop you producing an invoice on his behalf using a word document and handing that over? It's not fraudulent, you're just providing the gentleman who did the job with some administrative services.

It depends on the contract they can request a professional cleaning company it may be the standard out for them. I always check these conditions against the state of the flat/house before signing. My current one doesn't and the flat will be left in a better state than when I moved in as I can't leave it filthy like it was when I moved in.

If professional cleaning is in the contract then you would need proof.

It appears that the OP hasn't asked the agency if the receipt given is sufficient I would start there.

    You're wrong.

The contract can state whatever the landlord wants but it doesn't mean they're going to get it.

Professional cleaning clauses are unfair terms and cannot be enforced. All that matters is check in vs check out.

I thought of doing this to be honest! Is it definitely not fraudulent?

Why are you not paying any attention to the posters who have outlined the correct position?

And what is the correct position? How do you deem that a clause in a tenancy agreement is unfair and therefore not enforceable? If I apply to the scheme surely that's going to delay matters even further??

There's no such thing as a 'professional cleaner'. There's no Guild of Master Oven Cleaners. Literally anyone could have a cleaning business and wouldn't necessarily be able to clean it better than you could do it yourself.
They can't enforce a 'professional cleaning' term because there's no such thing as a professional clean.
They might as well stick a clause in your tenancy saying you have to get the property cleansed of evil spirits by a shaman before vacating.

Because there is no loss to the LL, the property is clean - whether by magic, your hard work, your children doing it, or a professional company.

If you are not going to believe the answers you've been given then don't ask the question.

Just carry on in your own little world and see how far you get

Because this question is asked ad nauseum and the people responding know what they're talking about and are are (usually) speaking from experience.
