Vodafone seem to be fussy, I can recall at least 4 threads in recent months whereby people have applied for a Vodafone contract and been declined - and that's with an apparent 'good' credit history.
Also, it may be a blessing in disguise as Vodafone have a terrible reputation for customer service should anything go wrong - just search this forum for the vast complaints!
I would say try Three - they seem to accept anyone. I have a friend with a CCJ who recently applied for a contract with them and got it.
If you are going to apply for a Barclaycard, this is the one you should go for:

However - please note, it clearly says:Have lived at their current address for at least three months
So you may have to hold off making the application until August.

Out of interest, in my experience when you register as an overseas voter you have to register with the council where you last lived and your polling card shows that last address. Does this mean you are definitely removed from the electoral register at that address? I ask because it is odd having your old address on the card even though you are registered as an overseas voter.0

I applied for electoral roll. My contact in Barclays already told me about the three months. She said that anyway, after the first 6-7 weeks I can step in and she can run a *soft* credit check to see if I can apply or not.
About Vodafone/Three... in Italy the situation is the opposite. Three, that has been recently merged into Wind, is the worst operator with the worst customer service and the worst network ever. Vodafone is the best one.
Anyway, the offer I have is in fact gathered by Mobiles.co.uk that explicitly requires online to input last 3 years addresses. So, I am not gonna apply.0
