Yes, just complaining for the sake of it.
You could argue that any complaint is 'just for the sake of it'. However, the person who started the thread believes there are grounds for complaint (we don't as yet know what the specifics are) and believes the SAR may assist in clearly articulating the reason(s) for any complaint.
If someone is particularly upset by a company's actions, they may well not wish to accept a bit of money thrown at them. I suspect this is how many larger companies try to 'resolve' a problem i.e. just give them some money and they'll go away. In this case, money may not be the issue, and a customer can reasonably expect a company to fully investigate a complaint.0
