Taught UG program in English in other EU countries free of charge. Where ??

I know in the past that study in Undergraduate level in the German speaking countries such as DE, CH, AT. it is free of charge or if you pay it is a small contribution toward student admin of less than EUR 500 (say) a year. Some are even lees of even EUR 250. Although I have not researched it, I believe it is also in Belgium, Luxembourg, Scandinavian Countries like Norway, Finland, Denmark, Sweden.
But my understanding is that the main barrier is that the language. in UG most courses (if not all) available free of charge are conducted in local language
I have learned it from this link, and a few more from Swiss universities

I have asked few universities in Germany they all say that the language of instruction in UG program are all in German (e.g local Language) and people will need to pass the German test along with meeting other admission criteria.

Does anyone know any state university in German Speaking Countries or even other more developed countries in the EU such Luxembourg, Belgium, Scandinavian countries which are free of charge but taught in English (not local language) and does not require an advance level of local language to join the program ?
Any link to engineering, science, business, economics, finance, accounting program will be very much appreciated.

Firstly, what is your first language? You are evidently not a native speaker of English and we might be able to suggest courses in your first language, or in a language that would be easy for you to learn.
Anyway, most UG courses in the Netherlands are taught in English: while there is a need to learn the language (apart from anything in order to live in the country) this can be accomplished gradually while you are already studying there. I also learnt recently that there are many English-medium courses at universities in Norway which are free to EU nationals (although the ones I heard about are mainly at PG level). Tuition is also free at state universities in France, but is French-medium (surely all educated people speak French?) and is free or very cheap in Spain, where again some courses are provided in English.
For example, an english-medium business degree at this Spanish university would cost about a thousand pounds a year:
