Carhire extra insurance charges for another country

When on holiday in Spain in August this year I will be renting a car and was thinking of visiting Andorra for a couple of days. But unfortunately it would seem the car hire companies want to charge me and force me to buy the extra full insurance package to do this. Has anyone else had this issue ? And is there a reasonably priced carhire company out there ?
