Recording steps while driving wouldn't surprise me as if thigh movement is counted, you move your thighs quite a bit when using the pedals,especially the clutch pedal.
An awful lot of people drive mainly with one hand on the wheel with the other resting, either on their thigh, an armrest or even the gearstick. It would be very easy for anything tracking movement to detect the leg (and in turn arm) moving while driving.
I've never had my Fitbit count steps in the car (but I don't drive so am only the passenger and not moving my leg to use the clutch. It does however sometimes think I am riding a bike if I have just been for a run or to the gym and my heart rate is still higher that resting while a passenger in the car and it knows I'm moving too quickly to still be doing any exercise without a mode of transport involved. It just automatically thinks I'm on a bike and still active rather than in a car. It calms down after around ten minutes.
