New phone line in renovation - connect or not?

We are doing a major renovation of a redundant property, converting it to 3 apartments with a lift.
There is potential need for 4 phone lines if the apartments are separately owned - one for the lift and one for each apartment.
Our current plan is to retain ownership of everything so are hoping that one line can service everything.
But, to future proof and whilst we are still at the construction phase, we would like to have a phone line in each of the 4 places but not connect it.
Can anyone suggest the best MSE way of doing this please?

You may find that one line cannot serve everything as you may need a dedicated phone line for the lift. This is so an alarm call can always be made from the lift without waiting for a line to become free if it's in use by another flat. This may be an insurance requirement.
Also if you only have one line, it will be difficult and not cost-effective to provide direct dialling-in to individual flats and metering of individual flats' call costs. (The equipment to do this is available, but not cost-effective on only one line and four flats.) You will also be limited to only one ADSL connection shared between all four flats.
All you can do at this stage is fit the internal wiring in BT CW1308 internal cable and run to the point where Openreach's wiring will connect.

Sorry, didn't give enough detail ...
The apartments are for holiday lettings so will not need a voice telephone, just wi-fi
There is fibre at the cabinet 300 (?) m away, so we will be asking for FTTC
This is the digram I've done ...
The phone dialler for the lift is made by Avire and they have told me that we can install an ATA (Analogue Telephone Adapter) to convert the digital line to analogue to satisfy the requirements of the lift.

If you have FTTC you won't have a "digital voice line"In order to comply with EN81-28 ... phone system will need to allow external calls to be placed directly to the internal extension assigned to the autodialler. This is to ensure two way communication can be re-established by the rescue service during an alarm call.
Digital Telephone Lines
You should consider using a specialist router / firewall for hotel accommodation rather than a domestic one supplied by the ISP eg to comply with the Digital Economy Act and PCI-DSS requirements if you use the same network for taking card payments.A kind word lasts a minute, a skelped erse is sair for a day.0 -
The ATA will connect to the modem/router, not to the master socket. The ATA and modem router will need to be battery backed to ensure that they both remain working during a power outage. You will need a VOIP provider to give you the ability to dial in and out of the PSTN.0

I Googled the correct phone number, asked the question and someone (name taken down for future reference!) phoned back to say that I needed an ATA.
Box ticked, I simply moved on!!

ok, so if you have FTTC you will have an analogue telephone service, so you can use that for the lift phone without an ATA and without going through the router. Analogue lines are powered from the exchange so the only consideration for power failure is the equipment on the end of it, ie the phone or auto dialler.0
