If you are using both lamps then 16x2 is 32W, more if they have controlling circuitry.
My point with the battery that if it gets flat could take multiple days to fully charge.

Max output 4.5Amp? Is that continuous output at 4.5Amp?
16 watts from a 4.2v lithium battery bank? 3.8 Amps. If using buck or boost circuits then that will be higher and as the voltage drops to 3.6 volts you going to be pulling very close to 4.5 Amps.
I see the box outputs 5v from the USB port but what voltage do the lights run at?Censorship Reigns Supreme in Troll City...0 -

Get a multimeter and measure the voltage, and check to polarity of the two outer pins. Although the spec says "red cable" is +5v, does not mean it has physically been correctly wired.
You need also a multimeter the measure the output of the original box that powers the lamps.
You should have bought the powerpack with the built in led torch.... I did
Keep your powerbank in a metal bucket, as if it explodes while you are sleeping you hopefully wont get burned to death, but you might be overcome by fumes too
