Why are you saying that they can't hold a keeper liable?
I had fun appealing a Britannia one last year for a friend and knew they'd fold first time. They did!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you for mentioning that. I've read it again and what you have said opened my eyes. There is no liability for the keeper as the keeper is not mentioned anywhere on the letter. They only refer to the person who the parking charge notice is intended to as 'you'. Therefore, from what I understand, this is basically just a threat to give up the driver who is liable for payment. I look forward to your guidance at popla stage.0

The tenant spoke to the landowner/agency about a week and a bit ago trying to cancel the PCN. They took their time and got an answer back saying they are unable to do anything about it and therefore the tenant or the person who this PCN was issued to, would have to speak to the PPC aka Britannia. A load of bulls hit if you ask me as the landowner has got contracts with the PPC to take care of their car park and therefore the landowner has authority over the PPC.
Anyway, yesterday, the keeper appealed online on their website with the template recommended on here. Therefore waiting for a POPLA code or for cancellation of the charge
Today, the keeper received a final reminder from the scums, which he or she found it slightly distressing with all the threats of court and debt collectors and all that, but funny at the same time.
This is what they state: "We have contacted DVLA who informed us that you were the registered keeper >>and here is the funny bit, wait for it>> or you have been identified as the driver at the time the Parking Charge was issued<<< identified as the driver by the DVLA? Really? Stalkers.... Ehm... no... can't be... DVLA?... no mate... or maybe... no, definitely not... Should the keeper ask for evidence from DVLA who Britannia are accusing of stalking the car in question."
They gave the keeper now 14 days to pay for it for some reason even though they don't know who the driver (the one liable for payment) is.

But if your appeal is ready (and 'signed off' by the forum), there is no advantage in delaying its submission. By the same token, don't miss the deadline, or you expose yourself to up to 6 years of potential hassle (and maybe a court case against you).Please note, we are not a legal advice forum. Well, while the keeper is waiting for the POPLA code, I'll start building up the appeal for POPLA. and I'll post it here as soon as I've got a good version so you can express your opinions about it.
My question wasn't an arrogant one and I wasn't trying to imply that the keeper will wait until the last day. I thought it was obvious that everyone is trying to end it as soon as possible I mean it's just a waste of everyone's time ignoring it for longer. Was just wondering how many days a person has got to appeal to Popla.
Slightly off topic:
I mean, even though six years of Britannia chasing the keeper of the car around the world trying to find him sounds like a lot of fun. A bit of a Pacman in real life I suppose. Lovely little game. I'd rather end it up as soon as I can.

Thanks for that info. That is very interesting. And a good tactic to stretch it out. This just shows me yet again how many things there are to learn.
I only read my post again and thought the tone was a bit harsh and wanted to clarify myself.
I guess you could probably tell that I haven't had many experiences/contraventions and am not as informed. I love learning though and considering how many parking charges are issued every day and how stupid the reasons behind them are most of the time, I'm pretty sure I'll make good use of all this information in the future. At least until we decide as a people to change something in a system that is utterly flawed.0 -

Being reasonably intelligent, I researched and learned about the horrific injustices perpetrated, not just against my bloodline, but, against thousands (in fact 4.5 million) of people each year, by private parking companies that have no interest in 'managing' car parks, but instead use 'managing' as an excuse to squeeze, harass, intimidate and threaten people into parting with significant sums of money to enrich themselves.
So I got myself genned up and then involved, and for a good part of the year, do much of this stuff from the other side of the world.
You too seem pretty keyed into this, and as you say you 'love learning'. So why not get involved in imparting the knowledge you gain to others and help them fight their tickets.
I'm sure he won't mind me saying this, but a few months ago, Lamilad came here as a threatened, wide-eyed newbie, learned from stickies and regulars, then took on Excel Parking, whipped them 3 times (and more to come), and is now a star regular, advising newbies on how to defeat this scam.

as above , I got involved a few years ago when first EXCEL and then PARKING EYE started to harass family members of mine , within a few months of each other
these were both seen off by appeals and I also got a lot more involved afterwards, which then taught me a lot about avoidance of these charges and I became more informed about the EA2010 plus BB issues
it also taught me and my family about NOT naming the driver, not phoning them up and not causing ourselves issues further down the line
this goes to show that we dont have to have personal experience of appeals or court cases in order to know what should be done , especially when the internet is good for research like the NEWBIES sticky thread and ongoing and expired court cases or popla appeals
we also DO NOT have to have personal experience of DCA`s like DRPL or DCBL in order to advise people0 -
I got into it when Tesco changed their policies, maybe 8 years ago.
I started on MSE as a 'voucher queen' and was also someone who used to be knowledgeable about Tesco overpricing policy where you could claim things for free (and we are not talking about a loaf of bread...). All above board, their daft policy at the time! Then they changed that policy to 'double the difference' (not as much fun) and then couponing too, was clamped down on nationally, due to stupid abuse in certain stores - not in my County. And not me, I hasten to add. My contacts and I were 'within the rules' couponers, but still got a week's shopping down from £150 to 5p most weeks.
So I kind of found my way here instead when browsing MSE, I found it was a lively and busy forum sub-board with an aim of fighting scams, that I wanted to learn about. I'm sure it was before I ever got a PCN of my own. I wanted to find out about and help people with the scam of private clamping/towing away (highway robbery) that was going on. And then I found pepipoo forum and learnt from the experts about how to also appeal Council PCNs and yellow box junction ones, and Council towing away cons. All appealable.
It's interesting and all very useful for family, friends, etc. It does mean we are all pedantic about reading signs!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
