New phone line in renovation - connect or not?

We are doing a major renovation of a redundant property, converting it to 3 apartments with a lift.
There is potential need for 4 phone lines if the apartments are separately owned - one for the lift and one for each apartment.
Our current plan is to retain ownership of everything so are hoping that one line can service everything.
But, to future proof and whilst we are still at the construction phase, we would like to have a phone line in each of the 4 places but not connect it.
Can anyone suggest the best MSE way of doing this please?
