New House Old Electrics and Gas Meters

Hello folks,
I'm buying a house that has pre-payment meters and is empty (was rented out previously). I called up and found out who supplies currently, and I should be fine to get them removed i.e. credit checks etc (2 diff suppliers).
It can take some weeks though. My question is whether I can take readings before I exchange (this will be easy enough) and then book in the meter changes in advance (and cancel if sale should delay or fall through for some reason).
In theory I should be the legal owner of course, but could I suggest that I am when in fact I'm not yet? I would seek permission from vendor (who moved out years ago, it was rented out). Anyone had a similar experience?
Thank you.

I would certainly advise against ou doing anything before you Exchange.
Arguably you could put things in progress after Excgange but before Completion, provided you have the agreement of the seller. If the property is empty (ex-let property) he may have no objecion.0 -
Good plan. Thanks, I'll see if she is amenable.0
