Rented Address Not Registered By Developer

Hello, I hope I can get some advice here on my situation.
I am currently renting a flat (utility bills included) which is in a building but my flat is not registered with Royal Mail.
I've contacted RM and they have told me they have not yet received any information from the local council. So, I've contacted the LC and they say they have not received any information about my flat from the developers. The developers only submitted applications for 14 flats but the building actually has 16 flats in total (one out of the additional two is mine). I have also contacted the architect that was part of the development and they also said they only have 14 flats in total.

I have a buzzer, post box etc.

Also worth noting that the developer has told me I do not need to pay council tax because my flat was put in after the initial application.

Now, I don't want to be living illegally but at the same time am not supposed to be responsibly for the naming and numbering of my flat (right?). I have tried contacting the developer but have been given the go around (person in charge is not in etc.)

The rental agency has also told me that they are getting in touch with the developer but a month has already pass with no results (I call them everyday!).

What can I do?

    You can check the Land Registry site but I'd guess your property isn't going to be listed!

    I wonder who is paying the utility bills, possibly the other occupiers if they're being run off the landlords supply.

    Do you want to continue living there? You should be letting the planning department at the council know, but that may not go down well with the owner.

    Start saving for paying Council Tax as it can be backdated to the date you move in.

    And just hope the council planners don't insist the developer returns the building to the configuration shown in the approved plans.

    You can get your flat registered with Royal Mail through their website, they do not need to get anything from council. I moved into rented new built and did exactly that. You can use below link to do it:

    Same goes for council tax, you can register online to get the ball rolling. I think it took them over 3 or even 4 months before they assigned any band to my flat but you should get a/c pretty soon. I would suggest paying a little bit each month into account so you are not faced with a big back-dated bill once they work out how much you should be paying.

    I dont think you really need to worry about the legal situation of your flat as it is your landlords problem not yours unless of course you will need to move out because of it but then again you would have a claim against your landlord.

    Why are you chasing this round the houses. It is for the leaseholder to sort out. He's (presumably) your landlord, so write to him (politely), explain, and ask him to sort it.

    It is not as simple as you might think

    I an in a new house. It's not on the postcode database. Royal Mail say I have to register it with the council first (who charge £150 up here to do that) My architect paid the fee but it never happened so I refuse to pay again, and RM won't put it on the PC database. So tough, I will live without that, only an issue when trying to get certain couriers to post something here.

    In the mean time, I receive normal post, and all bills arrive at my correct address and I am on the electoral roll here.

    Re the Council tax, that's separate. As a new property, it will have to be valued by the council surveyor to get listed on the council tax database. You have to tell the council you have moved in and they will send the surveyor out. The fact it's not on the postcode database does not seem to bother them, they just want to register it so they can charge you council tax.

    As a newly registered property, check what band they put it in, and if you feel it is too high, you have a certain period in which to appeal the valuation and banding they have given it.

    You will have to pay the council tax from the day you move in, even though it may take some time before you get the first bill, so start putting money aside for that so you don't get a nasty shock.

    For your posts, royal mail has no problems delivering to your address which isn't on their database? I can live with that - do you have landline internet btw? I can't seem to get a broadband supplier to do an unregistered address.

    Regarding council tax, so what I'm hearing from the replies are that it is my responsibility to register with the council for paying council tax even though it is not in their planning database? Or is this the landlord/developers responsibility? Some replies suggest it is mine, some replies suggest it is the landlord's/developer's.

    I'm assuming then that when they send a surveyor out only then will they register it in their database?
    How will they know when I moved in? I'm not suggesting I should lie but if an address is not formally registered then surely it doesn't exist - so how do the local councils justify people coughing up back-dated taxes?

    I have spoken to the rental agent and they told me I do not need to pay council tax for the length of my current contract (12 months). They have said that even if the address is registered with the local council I do not need to pay council tax (I have no idea if that means the landlord is paying for my part).

    FYI, the utility bills for other flats are paid for by the landlord.

    It's every bit the occupiers problem - they will be the one getting any backdated council tax demand due for the period of residence. The longer it's left the larger the balance will be,

    The valuation office need to be informed so they can come out and value it so a band can be set -only then can council tax be charged (this can, depending on the circumstances, be backdated).
