    The centre have finally responded as:

    We terminated the contract with UKPC earlier this year for this reason, people who had permits were getting tickets and they would not allow us to cancel them.

    As UKPC will not cancel the tickets with my authority I can only suggest that manager takes the matter to the BPA. (British parking association)

    I am happy to send supporting documentation if I can help in anyway.



    In the meantime Zenith have wrote to my husband stating they are now representing UKPC.

    Should we contact BPA as suggested by Coupon- mad now?

    UKPC TERMINATED ...... A judge would be delighted to read this which supports your case so get the supporting information

    Could be yet another whooping for UKPC

    As far as Zenith are concerned they are misleading you

    UKPC have just passed this to them to ATTEMPT to collect.
    Zenith can go nowhere with this and will just waste their time
    until they give up and pass it back to UKPC who would be very stupid to even go near a court

    Thank you for your email.

    If a motorist chooses to use a private car park, private road or section of private road the terms and conditions of parking then apply.

    The charges, terms and conditions are determined by the private landowner, who then contracts the private operator to manage the land on the landowner’s behalf. The terms and conditions and charge for a breach, as displayed on the signage are then used by the private parking operator to determine whether the motorist has breached these terms. The operator will issue a parking charge notice on this basis (as a breach by the motorist). Not displaying a valid permit would be a breach of the terms and conditions for the concerned site.

    It will then be down to the operator’s internal practices and procedures as to whether they decide to cancel a parking charge when addressing an appeal. The British Parking Association, as a membership association and not a regulatory body, do not have the authority to intervene in the appeals process or cancel a parking charge notice. Please note that it will be dependent on what was agreed in the contract between the operator and the landowner as to whether the landowner is able to cancel parking charges.

    If an appeal outcome has not been received, it is necessary that the motorist contact the parking company and or debt recovery company now dealing with the matter to request copies of the relevant documentation. It is not possible to ascertain whether an email has, or has not been sent and or received by either party. Therefore the BPA will not become involved in a dispute on this point between the motorist and the parking operator and cannot confirm there to have been a breach of a point raised in our Code of Practice.

    Forward that email to UKPC and tell them you have complained because they never issued a POPLA code, and the BPA have stated that you contact UKPC to request a copy of that rejection letter, if one was ever sent.

    Ignore debt collectors all they can do is send scary letters. Come back if you get a Letter Before Claim.

    If the ppc are mad enough to issue a court claim do not ignore that but post here for further advice.

    Personally, I raised 3 complaints through Resolver and I had 0 replies. I don't know why is so endorsed by MSE as it's useless. I also contacted them through Twitter after 4 days of submiting my complaint, to get an update and they told me to contact the company directly.
