    Unless it's in the contract, then no, they can't simply make up terms to suit themselves.
    Businesses can legally charge interest on late payments (called statutory interest) but this only applies to contracts between businesses and public authorities and it doesn't apply to contracts between businesses and consumers.
    This is assuming that getting a bike under the cycle to work scheme classes as a consumer purchase.
