As fitting a smart meter nullifies the need for the meters to be outdoors there is no way the supplier would pay for this to be done, if you asked for a "normal" meter to be fitted outside the same would apply as the cheaper alternative for them would be the smart meter.

No one has suggested that anyone but the OP pay for the work and , as he states, the move would only be for his own convenience.
Regarding the need for a meter to be outside (other than your needing the space) : there has never been a good reason, as you can read your own meter and send in readings, the instrument only needing to be seen for the mandatory inspection. (Our gas meter is in the pantry, off the kitchen and the electric meter is outside in a wall recess, as is the case with all homes on this estate.)
