No fit notes if in the Wrag or Support group are needed once assessed unless found fit for work at the next WCA

    and

Maybe at the same time the OP could also ask what the normal situation is if any JC employee suspects benefit abuse

If they suspect benefit fraud there is a portal on their desktop where they can make a referral to the fraud section and this may or not be taken up by them. If the referral is taken up and is successful then an email is sent to the staff member.

I agree that there is no need to submit any fit notes once assessed and awarded.
But maybe this JC employee has a view that the decision is wrong. We don't know what may have given her grounds to suspect this, but maybe she is testing the water by asking for a fit note as she is a little unsure if she is right in her thinking? She may well escalate her thoughts via this internal link at sometime in the future.
I would agree with MRO in that you have to be extremely careful what you say, how you act etc when walking into the lion's den aka the JC.

Again get clarification from the manager.

Hi, if your in the WRAG, you do not have to obtain any MED3's from your GP. Even if your due re-assessment like you are and it takes a few months to re-assess your ability or not to work, you will not be asked for a MED3 by the ESA benefit centre (the important people here).

Depending on how long you were placed in the WRAG for, WFI's, work programmes etc are either voluntary or compulsory. This is the JC role. The benefit centre administer your claim and control everything else.

The only thing I'm not too sure on is the law change a couple of weeks ago. If your awarded the WRAG again after re-assessment by an ESA DM, you may keep the extra component (£29.05 a week) under transitional protection arrangements. You may lose £29.05 a week however if there are no transitional protection arrangements like a new claim for ESA now after 06/04/17 I think it is.

She clearly has a very narrowminded view, the peeple i know who have BPD, some aren't on medication either because its not easily treated and doesn't always work.

I don;t think you need a fit note if you've already been assessed and in WRAG group, you only need them for assessment phase.
