    But it is central government that has given local authorities/TfL the powers to do these things.

    It's absolutely absurd that a vehicle that has been certified as fit to be on the road and has passed (and continues to pass) the necessary tests for that class and age of vehicle can be subject to secondary taxation by a local authority for simply driving on public roads. What next a local sales tax on top of VAT?

    And let's not forget the area we're talking about, either...

    Monday-Friday, 7am-6pm.

    NOBODY needs to drive their private car within that area, unless there's a very specific (usually business) requirement - and that'll cost a small fortune in parking anyway.

    That's just the Congestion Charge Zone what about the LEZ area?

    Yes, for trucks. Just as it has done since 2008.

    But that's not what we're talking about here. We're talking about the central "T-charge" which is coming in the next few years, and will be in parallel to the CC.

    No, not just trucks, buses, coaches, large vans and minibuses as well.

    That might not be what you want to talk about but Congestion Charge, LEZ, Ultra LEZ, t-Charge are all examples of secondary taxation by TfL on vehicles that are all fully approved to be on the roads of this country.

    Indeed. I should have said "commercial vehicles". And, yes, I am aware that it does bring some private vehicles in as well.
    That might not be what you want to talk about but Congestion Charge, LEZ, Ultra LEZ, t-Charge are all examples of secondary taxation by TfL on vehicles that are all fully approved to be on the roads of this country.

    And have been for damn near a decade and a half. Then, before that, there's plenty of other precedent for supplementary road pricing - privately and by local authorities - tolls for bridges, tunnels, roads.

    In fact, that supplementary pricing goes back centuries, if not millenia.
