It's not "the government" who are introducing low emission zones and the like - it's local authorities, mainly TfL. Consultation on that has also been going on since 2014.

But it is central government that has given local authorities/TfL the powers to do these things.
It's absolutely absurd that a vehicle that has been certified as fit to be on the road and has passed (and continues to pass) the necessary tests for that class and age of vehicle can be subject to secondary taxation by a local authority for simply driving on public roads. What next a local sales tax on top of VAT?0 -

Monday-Friday, 7am-6pm.
NOBODY needs to drive their private car within that area, unless there's a very specific (usually business) requirement - and that'll cost a small fortune in parking anyway.

And have been for damn near a decade and a half. Then, before that, there's plenty of other precedent for supplementary road pricing - privately and by local authorities - tolls for bridges, tunnels, roads.
In fact, that supplementary pricing goes back centuries, if not millenia.0
