Help needed with highview parking charge notice

Hi!
First post here so bear with the newbie.
I received a charge notice from Highview parking for parking at riverside retail park in Norwich. The stay was 2 hours 52 minutes and I think the park allows either 2 or 2 1/2 hours FREE. The thing is I moved my car from one side of the park to the Morrisons side part way through my stay which I thought would extend my time there, apparently not! The way the park is layed out I think the photos of my car were only taken when entering and exiting NOT when I exited one part to go to the other. I am wondering my best way of appealing this , I have not taken any action whatsoever yet.
I am not great with legal speak so please bear with me.

parking companies tend to measure time on site only , hence why they would not know or care about you moving the car onsite , so their ANPR cameras were at the entrance/exit only
if Morrisons were used then complain to their head office and insist on a cancellation, without revealing the drivers details
and follow the BPA advice and template in the NEWBIES sticky thread near the top of this forum, AS WELL , as keeper
again , do not reveal who was driving
in future , clock out and clock back in again , UNLESS they have a no return within blah blah policy on the signs0 -
So the first thing you think I should try is to call morrisons and explain the situation directly?
Would they be likely to ask my licence plate number? What information should I give them?

As Redx says complain to Morrison's, give them some serious grief about exposing their customers to these money grabbing scammers.
As also advised send the template in the NEWBIES thread. This will be rejected and they'll give you a popla code.
You send the popla appeal, they don't contest it - game over! That's how it works with Highview.
Of course if Morrison's cancel it then it saves you the popla appeal so get angry with them0 -

no , you WRITE to them using the usual email address listed on here many times, including the pcn number and your VRM and name etc0 -
If Morrisons haven't contracted the PPC, I expect they'll hold less sway than they do over their preferred customer tormentor - ParkingEye.
From memory, I've not seen any other Morrisons:Highview arrangement, so I suspect that the landholders of the first car park you entered are likely to be contractors of Highview - and where your focus may ultimately have to be.
HV are natural bedfellows of Tesco. Is there a Tesco store attached to the first car park?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

The layout of the parking is such that about 5 large shops including hobby craft and b & m are one side and morrisons is the other, I don't remember the same parking signs being on the morrisons side however?
As you come off the main road there is a road with a roundabout at the end which divides the two areas. I assume the camera that gets the pictures of you entering does so before you get to the roundabout. I hope that clarifies it a bit!0 -

But that, generally speaking, is not crucial. What you need to find out is who contracted HV. While they are prevalent on Tesco car parks, they do have other contracts.
The retailers you've mentioned don't immediately spring to mind as HV contractors. Are there others there too? You haven't confirmed whether or not there's a Tesco on site? On the other hand it may be none of the retailers. It may be a retail park managing agent who has contracted them. So some detective work to do so you target any complaint to the right outfit. Check with any of the current retailers if they know who brought in HV.
You need to get the blue text appeal off to HV at the same time you are doing some detective work/complaining. Don't miss the HV deadline for initial appeal or else it becomes more tedious (but not a reason to pay this) to deal with.
This can be beaten either with a landholder cancellation or a POPLA win. HV are not litigious, so court is not something you need worry about.
So, detective work + initial appeal to HV as your immediate priorities.

No tesco on site.
Found a shop list.
Argos extra , boots, Clarks, Costa , Currys , hobby craft, mama and papas, matalan, next, Nike, topshop and pound land.
I am still within the two weeks of having a cheaper fine from highview parking.
What is the blue text appeal?0 -
